Explore the complete Individualized Education Program (IEP) process for children ages 3–5 in this comprehensive training designed for early childhood special education providers. Participants will gain practical guidance and foundational knowledge to support high‑quality IEP development from referral through kindergarten transition.

This training will walk through each major step of the early childhood IEP process, including understanding referral procedures, coordinating Birth to Three transition responsibilities, where to find existing data for young learners, and obtaining Prior Written Notice and Consent (PPWN). Participants will also examine eligibility requirements, developing compliant and meaningful IEPs, and learn how key federal and state indicators apply within early childhood, including Indicator 6 (Preschool Least Restrictive Environment), Indicator 7 (Child Outcomes), Indicator 11 (Timely Evaluations), and Indicator 12 (Part C to Part B Transition).

Special attention will be given to the use of the Developmental Delay category, including criteria, considerations, and documentation requirements. The training concludes with an overview of kindergarten transition procedures to support continuity of services and family-centered planning.

By the end of this course, providers will be equipped with the knowledge and tools needed to confidently navigate the early childhood IEP process and make informed, student-centered decisions.
